Andy Smith
Andy has been Special Projects Advisor at TD Waterhouse UK since November 2009. TD Waterhouse UK was established in 1997 and provides investors with execution-only share dealing and investment services.
Background
Andy was Managing Director of Cardale Asset Management Limited from April 2008 to November 2009, having been its Finance Director since 2007. He originally qualified as a chartered accountant with KPMG in 1989, and built a regulatory services practice in the North of England. Early in his time he undertook secondments to the UK Securities and Investments Board (SIB), and the Investment Management Regulatory Organisation (IMRO).
He led a specialist financial regulatory services practice, working with a range of financial institutions and regulators. His experience covered anti-money laundering and counter terrorist funding; designing and implementing regulatory and supervisory structures for Stock Exchange member firms located in the Channel Islands; advising different jurisdictions on the optimum strategy for developing financial services; provision of training to a Central Bank on non-banking regulation and supervision; working for a major UK high street bank during a two year FSA investigation into administration failings; development and deployment of KPMG’s automated compliance monitoring and online corporate registration products; and advising a number of clients dealing with the FSA’s new mortgage and general insurance regulatory regimes.
Particular areas of interest on the Panel
Andy particularly represents the interests of smaller private client stockbroker and asset manager firms subject to FSA regulation. His specific objective is to ensure that the unique features of these types of business are fully understood and, therefore, properly accommodated into the FSA’s regulatory approach.
